"The Homer City Borough Police Department's fundamental duty is to serve mankind. The department strives to safeguard life and property, to protect the innocent against deception, to protect the weak against oppression or intimidation, and to maintain peace against violence or disorder. Officers are sworn to enforce and uphold the laws of the Commonwealth of Pennsylvania, the Constitution of the United States of America, and respect the rights of all with liberty, equality, and justice."
